Attention WRH Opseu 143 Members,

November 23, 2008

As stated in David Musyj's memo, the Local Executive will be meeting with with Human Resources and Management to be informed of their implementation plan regarding Zero Based Budgeting. I want to be clear that the Union has had no part in the decision making process to this point.  Let me assure you that we will be advocating for our members and will be challenging any reductions of OPSEU staff that may result, due to allocation of job assignments/duties to non-union or other WRH non-OPSEU staff.

The Local Executive are well informed of the anxiety that ZBB has created and we have been constantly reminding WRH Human Resources of the impact to our membership.  We will try to resolve any negative effects ZBB may have on OPSEU members, however we will need your assistance and patience as this process will likely take some time.  We will be in close contact with OPSEU Head Office as I have been assured of their support.

In Solidarity,

Gary Van Nest OPSEU 143 President

The Local Executive along with our Staff Representative, Mickey Riccardi, met with Windsor Regional Hospital Human Relations Representatives last week along with Social Work/Discharge Planning Staff who will be affected by the implementation of Zero Based Budgeting. No official layoffs were issued at that time. We are still working with the Employer to hopefully minimize the impact on our members. We have given the Employer a number of options to consider in preserving jobs for our members. We are proud of how our Members have handled themselves in these meetings. We continue to work with OPSEU Head Office to assist us in dealing with this issue. Please continue to check back for updates.

The Local Executive continues to have discussions with the Employer. We have met with members from Respiratory this week. The discussions continue to focus on reducing layoffs due to the ZBB implementation. We continue to explore and suggest every possible option in order to avoid layoffs. No one has received an "official" layoff to this point. These will not be announced until early January 2009. We will continue to post further updates.
